Flemish government tightens language requirements for social housing tenants

The Flemish government is set to tighten language requirements for social housing tenants in an effort to improve their integration into society. The policy change was confirmed by Flemish housing minister Melissa Depraetere in response to a parliamentary question.
Since the start of this year, tenants who have received a social housing unit since 1 January 2023 must achieve an A2 level in Dutch. Previously, tenants who moved in before that date were only required to reach A1 level. However, from 2027 onwards, their requirement will be raised to B1. Minister Depraetere has assured that tenants will be given sufficient time to meet the new standard.
To enforce the language requirements, regular inspections are planned. In 2023, this led to 113 formal warnings and 50 fines, compared to 154 warnings and 81 fines in 2022.
Initially, housing associations will be responsible for verifying compliance. Cases of non-compliance will then be referred to the Flemish government’s Inspection Department for further action.
