Flanders approves new Zeebrugge lock project decision

The Flemish government has definitively approved the framework project decision for the New Zeebrugge Lock. The office of Annick De Ridder (N-VA), the minister of ports, announced this.
The new sea lock is intended to improve nautical accessibility to the inner harbour of Zeebrugge. The project has grown increasingly complex in recent years as its scope and costs have expanded. When the site of the old Visart lock was first selected in 2019, then-minister Ben Weyts (N-VA) estimated an investment of 1 billion euros. Later, figures pointed to 3 or 4 billion euros.
“Flanders is taking a new and important step towards the realisation of the new sea lock in Zeebrugge,” the statement from De Ridder's office read. The new lock will provide a second access point to the inner port, strengthening economic activity and employment in the region. The accompanying construction of the new access road (Nx tunnel) and upgraded infrastructure is also expected to improve traffic flow and enhance the quality of life in and around Zeebrugge.
Integrated planning and next steps
The project is being developed under the complex projects procedure, which integrates the preparation of plans and permits into a single process. According to De Ridder’s office, “budgets are now being released for additional study work and necessary demolition work,” although the exact amount has not been disclosed.
Flows magazine previously noted that the outgoing Flemish government had adopted the draft framework project decision in April 2024, just in time for the public consultation to begin ahead of the June 9 elections. The draft included the final design, regional spatial implementation plan, research results, and other technical documents. In response, 80 objections were filed.
“On the sidelines, steps were taken, such as the voluntary sale and demolition of homes and businesses, with the vague suggestion that a decision would follow in the spring of 2025,” said Roel Jacobus of Flows. Jacobus also cited a port source who indicated that the expansions had exceeded the original budget.
Construction timeline
In mid-July, the Flemish government formally adopted the project decision for the construction of the new lock, allowing preparations for the tender procedure and construction to move forward. Work is expected to begin by 2027 at the latest.
