Experts call for faster dismissal of professors over serious misconduct

An expert panel says Flemish universities should be allowed to sack professors immediately in cases of serious misconduct. The recommendation appears in a new report on inappropriate behaviour in higher education.
The panel, led by professor Liesbet Stevens, reviewed procedures at the five Flemish universities at the request of the Flemish Interuniversity Council. It found that current disciplinary processes are slow and complex, especially because many professors are civil servants with strong legal protection.
According to the report, this protection should not be used to shield serious wrongdoing. The panel wants the law changed so universities can dismiss staff for urgent reasons when misconduct causes a serious breakdown of trust, such as in cases of sexual violence or theft.
Stevens stressed that academic freedom must be protected and that such measures should not be used to silence critical voices. However, she said universities need tools to act more quickly, similar to rules in the private sector.
The report also highlights problems with reporting systems. Many complaints fall into a “grey area” of bullying, abuse of power and poor leadership. Students and junior researchers often hesitate to report problems because they fear retaliation or doubt that complaints will lead to action.
Medical trainees are seen as a high-risk group, as they depend heavily on supervisors during hospital placements. The panel says universities remain responsible for their safety, even during external internships.
The experts also call for clearer rules on romantic or sexual relationships within universities, especially where there is a power imbalance. Finally, they warn against settlement agreements that include gagging clauses, saying these damage trust and transparency.
