European Commission launches strategic dialogue on future of steel sector

European Commission president Ursula von der Leyen has initiated a strategic dialogue on the future of the European steel sector, bringing together industry representatives, social partners and stakeholders. An action plan is expected this month.
The steel industry, which provides 2.5 million jobs in the EU, is under increasing pressure. Rising production costs, driven by high energy prices, combined with falling product prices due to global overcapacity and reduced demand, are hindering investment in clean steel. Clean steel is critical for decarbonising the sector, the Commission said in a press release.

The dialogue aims to secure steel’s role as a driver of the European economy. "Our European Union grew out of a coal and steel community," Von der Leyen said. "Steel is everywhere, from wind energy to defence. But European steel producers are at a crossroads, with challenges around the necessary decarbonisation and partly unfair global competition."
The discussions will contribute to a "steel and metals action plan" that outlines both short- and long-term measures. Among them, the Commission is considering alternatives to the current safeguarding measures, such as restrictions on certain steel imports set to expire in June 2026.

The Commission also highlighted existing initiatives under its Clean Industrial Deal, which aim to lower energy costs for industry, address global overcapacity and foster a market for clean steel. Additionally, efforts are under way to accelerate investment in sustainable production.
Von der Leyen has tasked European Commissioner for Industrial Strategy Stéphane Séjourné with presenting an action plan by 19 March.
At the end of January, the Commission launched a similar dialogue with the automotive sector, with its corresponding action plan set to be delivered on Wednesday.
