    "body": "<p><strong>Belgium, the Netherlands and Luxembourg have called on the European Commission to create one set of EU rules for e-scooters and other light electric vehicles.</strong></p><p>The three countries say different national laws are creating safety risks, legal uncertainty for businesses and barriers to innovation.</p><p>The use of e-scooters is growing in European cities, but countries are introducing different rules.
