Benelux calls for EU rules on e-scooters

Belgium, the Netherlands and Luxembourg have called on the European Commission to create one set of EU rules for e-scooters and other light electric vehicles.
The three countries say different national laws are creating safety risks, legal uncertainty for businesses and barriers to innovation.
The use of e-scooters is growing in European cities, but countries are introducing different rules. For example, Brussels plans to ban shared e-scooters from 2027.
The Benelux countries said these vehicles are a sustainable and convenient way to travel short distances. However, they warned that the lack of common technical standards means some vehicles may not be safe for use on public roads.
They are asking the EU to introduce shared technical requirements, a system to check that vehicles meet safety standards, and clearer rules for market monitoring and enforcement.
